Tác động bất đối xứng của tài chính toàn diện số đến bất bình đẳng thu nhập tại Việt Nam: Vai trò điều tiết của chất lượng thể chế

Nghiên cứu này xem xét tác động bất đối xứng của tài chính toàn diện số đến bất bình đẳng thu nhập tại Việt Nam giai đoạn 2000-2023, đồng thời đánh giá vai trò điều tiết của chất lượng thể chế. Ứng dụng mô hình ARDL phi tuyến, kết quả cho thấy các cú sốc làm suy giảm tài chính toàn diện số khiến bất bình đẳng gia tăng rõ rệt, trong khi việc mở rộng chỉ giúp giảm bất bình đẳng ở mức hạn chế. Chất lượng thể chế khi được cải thiện làm bất bình đẳng tăng trong ngắn hạn và dài hạn do chi phí tuân thủ và quá trình chuyển đổi, nhưng khi đi cùng tài chính toàn diện số thì thể chế mạnh lại khuếch đại hiệu ứng bình đẳng hóa và hạn chế rủi ro phân phối. Hàm ý chính sách là cần duy trì sự ổn định của hạ tầng tài chính số, ngăn chặn các cú sốc tiêu cực, đồng thời cải thiện chất lượng quản trị và thúc đẩy năng lực số và tài chính để bảo đảm lợi ích tài chính toàn diện số lan tỏa rộng rãi, góp phần giảm bất bình đẳng thu nhập bền vững.
